It could be a dirt buildup in front of the yoke not allowing it to fully extend. could also be the rear roller is worn down, I would recommend going to Makitatools.com and downloading a breakdown to see how to remove the mechanism to clean . the yoke should snap when the lever is released to install the belt.

These machines have a carbon fiber hook that get burrs or cuts in them from breaking needles or bent needles. Take out the hook (4 black screws on the black plate that surround the bobbin case) Make sure you don't drop or loose the SPECIAL washers that usually stay in the black plate. Check for any burrs or cuts on the hook. If you see any, you can sand them down with about a 500 grit sand paper, 600 would be better. Make sure you line up the tab on the back of the hook with the groove in the driver (the gray round piece). When you put the screws back in tighten them a little at a time. If you notice the screws have a shoulder on them and you can easily mistake them for being tight when there not. Make sure you turn off the machine and back on to reset the tension.
Best way to clear the vacuum path: remove the sanding belt and collection bag. Use an airhose to blow compressed air through the opening where the bag attaches to blow out anything that may be in the airway. After blowing through the outlet, check around the rear of the drive pulley for any wood that may have to be picked out. Reattach everything and try it again. If it still doesn't work, the vacuum is driven by a fan on the end of the armature. You'll have to take the case apart and check that to see if the fan blades have broken off or the fan has come lose from the armature.
A makita power planer is just what it says, a planer. It has blades that spin at high speed and remove a thin layer of wood with each pass. The orbital sanding sheets go on another tool called an orbital sander. Write back if you find the sander and can not figure out how the sheets go on it.
Hi, Consult your user manual for the instructions to install a new belt. Follow these instructions selectively to tighten the belt tension. Here they are....
CHANGING DRIVE BELT
Using a phillips head screwdriver, remove the two screws in the center of the pulley cover. Remove the cover. Raise sanding belt to the vertical sanding position. Next, loosen the hex head set screw. Raising the motor pulley releases the belt tension. Remove the old drive belt. Fit the new drive belt on the drive pulley first and then on the motor pulley. Test belt tension by squeezing the belt with your fingers. Adjust the belt tension with the hex head set screw until there is about 1/4 in. (6 mm) of give. Tighten the belt tension nut securely. Note: Excessive tightness on the drive belt may cause increased noise and overload the motor. Excessive looseness on the drive belt may cause the drive belt to fail prematurely and make a severe chattering noise. Using a phillips head screwdriver, reinstall the pulley cover and the two phillips head screws. Tighten securely.
