You need to make sure that the pendrive has a bootable copy of your operating system or it won't work. The way you seem to be using it is unusual. you would have to have installed the OS onto your pendrive instead of a hard drive.
install your os in pendrive but you must have big space pendrive. in time your boot computer, select your first boot in bios to usb flash. then you will be able to use windows from pen drive.
With the notebook off plug the USB drive into a port, hold down "F12" when powering up and choose your Boot-device (USB).
If there is no option to boot from the USB (Removable Device) then chances are you are going to need a BIOS update which you can download from the Toshiba support website.
