What version of windows do you have if its vista or windows 7 you can right click on the screen go to personalize and you will see screen adjustment you can then fiddle about with it in there hope this helps

System setup Disks do not have any relation to your Monitor unless it is an All-In-One PC or a Laptop.
If you can see display when the unit is booting, but not when Windows should be displaying the Desktop, then your Display Size has been set outside of the size limits or refresh rate of the monitor.
An IT Technician could help you boot the PC in Safe Mode to remove the Monitor and let it re-install. This should forward the instructions to Windows to re-detect the monitor and the display limits it has.
If you have no display at any period, try another monitor.
It seems like graphics resoluation setting is changed and is beyond the range your monitor can support, what colour is the power light of monitor? as there is no model of the monitor, I can recommend to connect a bit newer version of monitor and see if the screen is on, if not then it will be graphics card settings.
try a Factory Reset on the monitor.

I have a Dell Dimension 2400. Those came standard with a 15 inch monitor. Go to the blank screen, right click and click on properties, then click on settings, your resolution should be set to 1024 by 768. Or click on start, then click on control panel, double click on display, then click on settings, again your resolution should be set to 1024 by 768. If this does not solve your problem, then you need to find the correct video drivers for your monitor and download them.
all of those are controlled by the video card-software management panel..go to dell support website, and make certain you have that latest driver set..then you should be able to enable any of those options.
