Try reinstalling the driver software for your mouse. Best to uninstall the old one first. You could also download the latest version from logitech website.

If you are using windows, you should find "Mouse" in Control Panel where you will find options to configure mouse buttons. Enable the scroll wheel or something similar.
The "scroll wheel" is mechanical with sensors. Wheel has holes where light passes through it and sensors to convert motion either scroll up or down. If that sensor is no longer working, repairing it is more tedious (not a good idea).
Anyway, have you tried a different mouse (borrow from a friend)? Just to check if this is not an issue with your computer.
This all depends on the operating system. If it is Windows, go to Control Panel, Mice and Keyboards and check that the mouse type is 3 button with scroll wheel
At logitech they warranty all mice for 5 years, it's an hour on the phone, hold, etc. once the tech has all the details and realizes it's really broken instead of you don't know how to use it, they send you a replacement.
It may be a simple comunication problem between your mouse and the computer itself. However, you might want to install an updated driver from the logitech site and try to install the mouse again. after that, restart your computer and see what happens
make sure that nothing intefers with the reception of signal between your mouse and pc

try the mouse without any logitech software installed for it if it keeps scrolling out of control check your mouse settings in control panel. go scroll and select the scroll to lines 5 or less. see if that changes anything.
The scroll button should be the wheel. rolling back the wheel should scroll for you. you can also auto scroll by pushing down on the wheel and gently pulling the mouse backward. (faster you pull the mouse, faster it scrolls)
