Without seeing your PC I'll have to give you two options. 1) Assume you are just missing the plastic panel button on/off cover - Should now be exposed a circuit board with a tiny on/off button. Pressin that will work. But a) Its delicate b) Your goin into exposed circuitry; shocking. 2) You are missing the on-off circuit board also. Will need disassemble and replacing Both parts are reasonably cheap and are worth replacing. See Ebay
Do you wanna to means the cooling fan noise sound? if it then you will inform that there are too much dust in your cooling fan as a result it can run frequently. for this reason you can open your laptop case then wash your dust. if you are professional please don't try. for better give it a professional technician. it becomes ok after doing that. thanks
I would advise talking to toshiba for a replacement.
If still you want to replace ir, you have to disassemble the whole laptop to replace the fan, all you have to do once disassembled is unplug the original one and plug the replacement one, but you have to use only compatible ones, or else you will burn your cpu or the fan wont fit.
For a quick resolution, buy a powerfol laptop cooler.
