Do they both sit perfectly about 4" up from the edge of the windshield rubber?

Winter snow and ice setting?

Just replacing parts isn't the way to find the problem , viewing wiring diagrams an testing the electrical circuit with a DVOM - digital volt ohmmeter is . There are no relays involved . Do yourself a favor an take it to a qualified repair shop before you buy more parts that are not needed .

Windshield wiper motors are generally easy to replace. You need to remove the windshield wipers and take off the small grill panel above the hood and under the windshield. You should see the motor in there. It simply unbolts and unplug the electrical connector and replace it with a new one.

You can just add some urethane to secure the weather stripping. If the windshield is ever replaced, they'd simply remove the stripping anyways. Depending on the urethane, there may be different cure times, but it will do the trick. Alternatively, the weather stripping will not affect the seal of the windshield so even if you prefer to remove it, there won't be any issues.

WINDSHIELD WIPERS

It can be faulty wiper motor or blown wiper control fuse.

Do you hear any kind of noise when you starter the wiper function. If yes then fuse is ok, but issue is wiper motor.

If no movement at all and no noise then its blown fuse or shorted/loose wiper control wiring: -----

get a new car

replacing the windshield is a job best left to a experienced glass tech. the windshield is held in with urethane and has to be applied properly, the windshield is a big part of the vehicles structural strength in the event of an accident. sorry I know you didn't want to hear that but your friends safety should come first. ( if you already have the glass check around and see if a glass shop will install it for you or if a tech will do it on the side.)
