I have a Janome MYECEL 18W limited Ed. Put dogs

I have a Janome MYEXCEL 18W limited Ed. Put dogs down, then dogs will not come up again. Recently had 'fixed' by local shop ($25). Brought home, tried dogs, dogs went down, will not come up again!! Is this re-current problem, or did my machine just get a botchy repairman?

When you lower the feed dogs on this machine and then flip the lever back for the feed to come up again, the machine must turn a couple of turns to get the fedd up.

Problem: machine stitches statiory,doesn't move,and puckers underneath

Are the feed dogs lowered? Look for a slide switch near the bottom of the machine either front or back.
