SOURCE: can not install hp deskjet 5650 with Vista operating system?
Drivers for this printer are already pre-installed with Vista.
Power down your PC.
Plug in the printer (wall and PC).
Startup PC - Vista will install the drivers and printer automatically.

I believe your suspicion of driver/Win7 problem is right on target.
Many manufacturers have not created / updated hardware drivers to work
under the new Windows 7 environment - which is much more security focused than past versions have been.
If
the driver you downloaded from HP has not been tested and certified to
work under Windows 7, then you have a slim chance of getting the
printer to work correctly, if at all. If the driver has been tested and
certified by HP, then I would file a trouble ticket with them,
describing the problems exactly. You may have discovered a bug in their
driver that they could not / did not test for.
