First off, the engine must run at proper speed--usually 3600 RPM. Try speeding the engine manually to see if the voltage comes up. There are usually control circuit boards that regulate the output voltage as well. A service manual is a necessity as is a reliable meter to read voltages and resistance. Good luck!
There should be 2 trippers for each day, the trippers slide on the outside of the dial and would point to the time of day you want your lights on and off. The silver trippers may be gone on that aged time clock, but are easily obtainable.
