Locked as in cannot log into bios? open the case and pop out the watch-like battery for a few then put it back in. Locked as in frozen and won't move, first try ctrl alt delete and end task, if all else fails, hold in the power button for ten seconds.
Assuming you mean WinXP os. Log in at the administrator's account (usually the password is blank).
If you can't see this account hit ctrl+alt+del twice and at the screen
type administrator and for password use none. Go
start>settings>control panel>administrator tools>users,
select your user account and with right click choose properties and
change your password as you wish.

Press the "Ctrl," "Alt" and "Delete" keys on your keyboard simultaneously to unlock your Gateway computer.
Type the last logged-on user's login information and click "OK" if you see a locked computer message along with "Only domain/username or an administrator can unlock this computer."
Press the "Ctrl," "Alt" and "Delete" keys once again when you see the Unlock Computer window disappear. Log on as usual.
