I have a D52W23 RCA 52''. I turn the power on the power button lights up and the TV makes a sound like shorting out. Theen it goes off. Is this the powr supply?

It sounds like it could be your power supply board. You can get one from tristatemodule or shopjimmy. I personally use tristate its always cheaper and Ive had good luck with them but shopjimmy is pretty good too.
most likely its the smsp /deflection board for the shut down there are some caps in the power supply cp 140 cp120 cp114 look at them and see if there puffed up they will need to be replaced this could also be a flyback transformer that has failed or a ribbon connector this where you will have to look for caps first the trouble shoot through it then you you can addresse the cmp1 issue but id guess thats the ribbon connector causing that one
Trying installing a new power supply. This is the main problem with tv's with the issue. But if you just bought it I would try to get my money back from where I bought it from. Installing a power supply for a tv is not that hard at all.
