Have same problem, I am repairing our 648HM double oven. Top oven overheats. I am an electronics engineer. I found that top oven fan has failed, this is the first thing to replace. The grill element also failed which maybe due to the overheating oven. NIGEL
If the fan is working o/k, then there is little doubt that the oven element has failed.
This is quite common with fan assisted ovens.
The element is usually located at the rear of the oven compartment behind a removeable cover.
The noise is probably cominbg from the externally mounted cooling fan. to access it, you will have to remove the side panel and rear cover, and top cover if it is bullt in.
If it is free standing, you should be able to get to it by removing the top cover/hob.
Hope this helps.
If fan is workintg, but no heat, then replace oven element.
If no heat or fan, then make sure timer is set on manual and not on auto
