GE remotes are built by Jasco. The manuals and code lists are available here: http://www.jascoproducts.com/support/universal-remote-codes.asp . Does your remote use 3-digit or 4-digit codes? Try ORION 035, 121, 135, 191 for three-digit codes or ORION 0121 0135 0035 for four-digit codes.
The code that worked for me was 135.

I found these remotes control VCR's only when programmed into the DVD button. It even says on page one of the manual that the DVD button is for DVD's, TV/VCR's, VCR's, etc. I got code 607 to control my GE VCR (using the DVD button). If that doesn't work, try 572 647 563 609 644 645 or 531.
