If you have the CD with HD Writer AE, justfollow the steps below:
1. Go to the Administrator account and download the update software from: http://cnc.asp.hi-ho.ne.jp/cnc/global_cs/software/win7/Setup.exe

2. Insert the CD-ROM with the HD Writer AE1.0.

3. Double click the Setup.exe you just downloaded, and follow the procedure.

in this location you will find the drivers for both MAC and windows..but usually the panasonic do not need a driver for pc connection ..and these software are just some kinda managers for transfer..

You may try some recovery software to rescue the files on your recorder, here are some for your option.

Both programs can also recover video and music.

Note: Before your files are recovered, do not attempt to save more files to the camcorder in case the original files(your recordings) are overwritten.

I had the same problem so I tried the thing on the website and it didn't work so I looked it up on Youtube and someone figured out how to do it. I tried it and I got all 60 minutes back. You should try this, it probably works.

You have to Download the quicktime software that came on the CD that was in the box for the camcorder. If you threw that out, no matter, just go to the internet and google "quicktime for windows free download" (make sure you say free because there are two versions of quicktime, one is free, one is $20) I recommend pro though, because it can download videos, and convert them too.
