Just had to completely take ours apart & wash everything.... putting it back together I found the 33lb recline weight limit & since our guy is 32 figured I'd move it upright & had the same problem.... googled & never found an answer..... but figured it out myself.
Flip it over & there are 4 "screws" on the bottom - they are hex head so you'll need the right screwdriver (I have a kid with interchangeable heads that had the right one)... unscrew them, pull the handle & manually snap it into place - it's like it gets off a bit when reclined for a long time. Once I did that & it snapped in I put the bottom plate & 4 screws back on... presto!
Hopefully you didn't give up already since this is a few months old of a question.

The weight limit for the UAS / Latch system is 48 Lbs. Read your owners manual for both the Car seat and your vehicle to be sure of all the regulations.
