You will get a better response by adding more information. like its a hammer drill and the type of bits being used.
im gonna guess and assume its a hammer drill.
there is a collar at the front of the drill that will pull down / back toward the trigger as this is pulled down you can pull the bit out.

The bit wont lock in the drill, how do i fix this problem

This is a very easy fix - you have a quick change chuck on this tool. Turn the chuck counter-clockwise and pull it straight off - the new one goes on the same way. Quick Change Bit Chuck

I can't loosen the the sleeve that holds the bit and therefore I can't change my bits.

Stick the speed fix to 1, put drill in reverse, and hold on to the chuck as hard as you can, and squeeze the trigger.

How do I change a bit

This drill uses a keyless chuck. which means you have to hold onto the barrel by the end of the drill chuck. Then you need to put the drill in reverse to open the chuck to put a bit in. Insert a bit and then put the drill back into forward and hold chuck to tighten.
