Most common failures in these LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply C242 470uF 10V, C241 & C242 1000uF 16V, C261 & C319 680uF 35V failed as indicated in the attached picture, replace them at once.

If the power supply board is working then it is back light problem, first do a flash light test. Pretty good bet that your monitor power supply has bad caps. There are about 6-10 caps that age and "bulge". The fix is simple. Google it. Total cost to fix (if you know how to solder) is probably less than $2.00.

You need to start by looking at the power supply section first for bad caps, the problem can also be in the inverter or bad lamps. does it do the same when it is hooked up to other PC?

This is very common problem and is heat/age related, but It can happen to monitors that are no more than a year old. It is usually bad capacitors on on power inverter board. I just fixed two monitors with this problem. This problem is common across all brands. Look for several radial capacitors in a cluster on the power inverter board. If some are bulging or have a slightly domed top, they are the ones that are bad. I usually replace all the capacitors in this small cluster because some may be marginal. This is easy to do if you have a bit of electronics skill.

Sounds like the monitor power supply may be faulty or noisy - most probable cause is that it needs the capacitors changing. If it has an external supply try changing it as that is a cheap fix worth a gamble - if power is internal then change the monitor.

Try replacin a new display card. If it is fine working.ok
If not try fixing for cold solder in the video section.
I suggest video section according your report the light green LED lighted that shows the power section is doing fine.

If you look along the the monitor can you see sort of shadow images? If you can it means the back light lamp has blown If you see nothing at all then it is a ma inboard fault. Try the Norcent website to see if they offer technical support- it is not a brand I recognise. It may mean a replacement from them if it is a recent purchase or a new camera. If it means a new camera do go for a mainstream brand.
