Problem with sump or with sump screw? Or overly full?
I'm currently refubishing a Singer 491. To understand what sump and sump screw are, check out the YouTube channel of becauseimcrafty for their instruction on changing the oil. This demonstrates the large oli pan of a Singer industrial machine that is similar to yours as far as the oil "pan" or "sump" goes. TItle of their video is <<Industrial Sewing Machine l Changing the OIL>>.

I think that I would invest in a manual either at www.singerco.com and pay $15 or go to www.sew4less.com and get one from them. I think I would opt for the Singer Hard copy. Call them and they will guide you, free of charge, I tried to find a free download for your manual, but no such luck, darn it.
I don't know about a free download but if you go on ebay from page 30 up there are loads of Singer manuals on there or www.sewingonline.co.uk/instructions or www.tandtrepair.com
