When I push on button, tv acts as if it is going to turn on. Then it cuts out, the green light flashes about three times thats it. Tv will not turn on.

My proscan television will randomly turn itself off. The on button flashes green three times as if the set is trying to turn itself back on. I have a Pro Scan 36" tube TV which was purchased in 1996. It has been turning itself off from time to time for the last year. It would go off, the green on light would flash three times, then nothing. I would be able to turn it back on but it might take several tries before it would respond. Now we can't get it to turn back on at all - just the three green flashes of the on button.

Many problems with this unit with the HV transformer (flyback) and also a regulator ic in the power supply. Sorry, nothing easy for this type of problem. You will need a tech to diag. and repair this problem.

The status light flashes to signal that the power source is in protected mode. This mode has been activated by the protection system of the power source this morning, when you tried for the first time to start it. It has been activated because during the night a part inside the tv has failed and has started to act as a short.
The only way to fix that is to open the tv, test the power source, identify the power rail that is down and has triggered the protection system, follow the rail and test all components that are powered by it till you find the failed one then replace it or the whole board on which is situated. To do this requires electronics experience, if you don't have it then call someone who has it. Or take the tv to a repair shop.
the codes for the remote to access a Proscan TV are as follows: 11447, 10047, or 11347. I assume you know how to get into the remotes coding mode, but if you don't Here is how you go about it press setup, then press and hold the TV button until the light flashes then input one of the code sets, then if you get a confirming flash hit the power button if the TV turns off your golden if it didn't repeat the cycle with the next set of numbers I gave you. if after you have tried all three numbers you still can't get the TV to react to the remote you will need to call 1-800-COMCAST and speak to someone on their technical staff.

It sounds like the lamp is in need of replacement. You could call a service company to replace the lamp, but it is so easy to replace the lamp ones self. So, call Panasonic and order the lamp, they will send to your home with instructions.
Three screws and your home free!
