The vent fan assembly's blade assembly may be freewheeling on the motor shaft (which can be fixed with a couple of drops of super glue or epoxy) or there may be a foreign object or critter in the fan blades.
You will have to remove the oven from the wall to inspect and remove and inspect the vent motor. You can download the
