The vacuum will not power up. What kind of troubleshooting can I try. Also, I purchased the item from Boscov's in September 2009 and I can't find the receipt, is it possible for the 1 year warranty to be honored without proof of purchase?

There's a trouble-shooting guide on page 18 of the manual, which can be found at this link: http://www.hoover.com/pdfs/manuals/U8341900.pdf However, it's not a very extensive trouble-shooting list.
On the other hand, the Hoover warranty is for one year (see page 19 of the manual). But they do require a proof of purchase. If you don't have the receipt, they will probably honor a credit card statement. There is a number to call on the warranty page.

Just purchased a floor model Kenmore Progressive vacuum 2009 Model... no instruction manual was available at the store. Where Can I get one

Here's a link to the owners manual for the Kenmore upright which this question was listed under, the 116.35913. You can find the model number on the back or the bottom of the machine on a sticker that also contains the serial number. My vacuum worked fine yesterday and now doesn't start

To my knowledge, the on/off switch is the only area to turn your vacuum on or off. There might be a problem with your cord, or with the switch itself. I suggest checking for clogs and anything that may cause a problem.

I also suggest taking it to a local vacuum shop to have it looked and as you may need some new parts (cord/switch)

Vacuum base is not turning on but brush roller will turn on- Tri Star cannister/hose style

This indicates that you have a bad motor in the machine. If you are able to get power to the rest of the vacuum besides the motor, this means that the vacuum is getting power, and the motor's carbon brushes have probably worn out. I can look and see if the carbon brushes for the motor are availble, or if you'll have to purchase a new motor assembly completely if you can kindly do a clarification request or add a comment to this repair.

Extremely loud

Mine started making a lot of noise and my husband noticed the brushroll was slightly bent. I have no idea how this happened, but I noticed several people online were having the same problem. I ordered a new brushroll and popped it in and solved the problem. The noise before I did this was horrible! It is now back to normal.

Low suction on Eureka spinduster vacuum cleaner

The belt has stretch enough so as to not drive the brush roll under load. Try a new belt.
