Gas valve on Vulcan oven SG4D-1 makes a chattering noise?

if it is a buzzing noise it is usually not big deal. If it is truly a chatter, I suggest replacing as the electric coil is going bad.

What is a pilot generator

Simply put, a pilot generator is a thermopile that generates millivolt power to operate a gas valve.

However, on your convection oven, yours operates on an electronic spark, which is generated by an electronic ignition control module.

Pilot light issue

you cannot light the pilot on that oven manually. that oven is eletronic ignition. take off the panel under the doors, turn on the oven, and turn the thermostat to 350.
if you see sparking on both the right and left burners, you and it doesnt light, you need to see if the gas solenoid on the right side of the burner is getting power. if it is and nothing lit relace it.
if it is not, replace the ignition board
