The MU21CV radio is user programmable. Hold in the PTT button while turning on the radio. It will announce the frequency. Use the PTT button to count it up to the frequency you desire. Press the smaller monitor button to lock in your freq. Then the radio will announce the code number. Once again using the PTT button count it up to your desired code or the word OFF if you are not wanting a code. Then press the monitor button to lock in the code. At this point you can turn off the radio and turn it back on normally (without holding in the PTT). Your radios should be programmed to match one another. If you are still having trouble you may have a radio which needs repair or a bad/low battery.

I'm assuming you mean programming the radio stations onto the 1,2,3,4 etc buttons on your radio.
If so, tune to the station manually, then hold the button you'd like it assigned to until your radio beeps.
It is likely, the Interference Eliminator Code set differently between the radios. If you can hear after you press the monitor button, this indicates one of the radios has Code shut off (zero), and the other one has it set to a number. The CLS1110 is a one channel radio. However the one channel can be changed to another frequency and/or PL code.
With the radio turned OFF, hold in the PTT and the MON, while turning the radio on. Continue to hold the PTT and MON until the radio stops making noise. You are then in programming mode and can use the menu button to walk through the stages of programming. Use the PTT to change the settings, and the MENU to lock it in.
Press hold and keep pressing hold until you get to the selected chanel and press (F) and (E) then program the frequency in and press (E) then press (E) again and repeat the steps until all are programed in the press scan.
