You need a suitable VHF/UHF antenna. Then you simply "Tune" VHF/UHF frequencies on the TV and it should find channels and automatically "Lock" onto and store them.

Make sure that you have the TV tuner set up to receive ATSC (digital) signals via "Off Air" or "Antenna". Having it set to the "Cable Ready" mode will only get you Ch 2 - 13. These settings are usually available in set up and may even allow the TV to scan for available channels, etc.

However, if your TV is older and doesn't have an ATSC tuner, you'll need an external tuner, what you're calling digital convertor, and an antenna to get the local channels. Use Google or another search engine to find the specifications for your TV to see if it has an ATSC tuner. Or, connect an antenna to your TV, run the channel scan (off-air antenna mode) to see if you get any local channels. If you don't, you'll need the external tuner.

Toshiba 32hl67us -- I am attaching an indoor antenna to receive digital local channels, the tv will only search in analog.. Do I need a converter?

You don't need a converter. You would need one if you had an older Analog TV, to enable it to receive Digital over the air channels.
Check the manual to read about the various configuration sub menus. My TV is a Samsung and when I want to scan for channels, I can select AIR, CABLE, or AUTO. After I select AIR it goes on checking the spectrum, looking for DTVair and Air.

Connect air antenna to RF(coax) input of tv. Go to the menu and look for channel setup.Select antenna and auto scan. When done scanning you should have whatever stations you are able to pickup. Connect Sat reciever to one of the other input on the tv. Then go to INPUT or SOURCE on remote and select tv for local and what ever input you sat box is connected to for dish.

Can i get regular tv

To get local over the air channels, you will need to connect an antenna as your signal source instead of Cable on the back of the set. Then you will have to go into the TV menu for signal source and select the Antenna/air option. Then you will have to go to the auto program/scan menu and scan in the stations. This may take a few minutes.
Now you can watch local stations for free.
I believe the FCC "must carry" rule require cable to carry local stations also.
