The blue hue on the side and dots are most likely a damaged (burnt light or optical light engine).
This is very common and you may want to contact Sony as there were programs for some models even if OUT OF WARRANTY.
The lamp in the set shines into a a L shaped engine with baffles and lens (red, green, and blue segments) and Blue is closest to the heat from the lamp and usually is the first place to get this type of damage.
I do not enjoy giving bad news but this is what I am sure is your problem.

Hi, I'm afraid, it is problem of optical block unit (light engine) that produce picture by 3 lcds inbuilt, the blue lcd and its related uv filters become defective and causing this kind of blue hue on screen. Complete optical unit block (light engine) will be replaced by qualified tech to get tv fixed, light engine is costly part so ask an estimate before sending tv in. Thanks.
Optical block is the culprit! replacement is not too difficult.
About the only special tool required is a long phillips screwdriver to
reach the screws securing the block to the front panel of the set.
Then, there are three connectors on the C board which is part of the
block, one connector on the left side of the C board, one fan connector
on the left side and then two connectors on the lamp driver board which
is on the back of the optical block. Two recessed screws hold the block
to the front panel and sometimes there is a third recessed screw to the
left of where the lamp is located. Then the block slides out. Reverse
the procedure to install the block.

call SONY at 800 222 SONY and explain it to them and be prepared to have your TV fixed for free !!! the projection block is faulty do to outsourcing on that part for a limited number of tv's an mine was 1 of them , SOny took care of everything !!! good luck
The Blue dots or discolouration you are seeing is due too the Blue LCD screen having cracked from excessive heat. This normally happens when you have a power failure while the Television was on. This obviously because the Blue LCD sits next to the lamp - the main cause of heat. The correct part number on the 60" is A-1086-952-A. It is very, very ,expensive.
