You did not say which model you had so I copied what I could find in manuals for Technika MP3 Players. I am sure you will find the user manual to explain when your MP3 player is fully charged.
I will also include the generic way to hook up and download songs to your MP3 player.

Downloading Music to MP3 Player

1...You must download and install Windows Media Player 11 on your computer.
NOTE...Some older MP3 players will not work with Windows Media Player 11 or Windows 7 with Windows Media Player 11.
If this happens to you, then you will have to uninstall Windows Media Player 11 and install Windows Media Player 10.
2...After you have downloaded and installed Media Player on your computer.
3...Open Media Player on your computer.
4...Install all your music into Media Player that you want to install on your MP3 player.
5...Plug in your MP3 player to the computer using your Data/Sync cord, be sure that Windows Media Player is on.
6...Media player should recognize the MP3 player and sync with it.
7...After it is sync'ed with the computer,you can add the music you have installed into Windows Media Player to your MP3 Player.

if you are using usb jack, connect onit, click my computer, check if removable device under E or F appears.
select storage device in your player, that if your player has. select songs and transfer to, my music of the player. and make sure this music is mp3 compact.
you cant transfer may be your memory is full.
if no indication is showing on your computer, than check your usb cable.
also check if you are able to down load music from player to computer. if you can than your computer is seen your player.

The songs are in the wrong format. They probably have a restrictive DRM license that limits playback on mp3 players (although the songs may play fine on your computer). iTunes format will not work at all. The best way to avoid a problem like this is to only use songs that are in mp3 format.

Make sure the lock switch on the back is in the unlocked position. For the player to say "Loading," especially the first time you plug it into the computer, is normal - your computer is communicating with the player, installing drivers, and trying to load the Easy Rip Software. If it stays on loading past 10 minutes, however, something is not right. If you have selected to open the device automatically using Windows Media Player, you are headed for trouble, especially if you have more music and other files on your computer than the mp3 player can handle. If you have accidentally done this, disable auto-sync in Windows Media Player.
If you have checked the above, and you are still having problems, disconnect the mp3 player from the computer. Hold in the power button for 10 seconds or more to reset the mp3 player. Try plugging the mp3 player into the computer again. If it stays on loading for more than 10 minutes, unplug the mp3 player, go into the settings menu and change the mode from MSC to MTP or vice versa. If it still misbehaves when you replug the mp3 player into the computer, download the latest Easy Rip software from RCA's website and update your player's firmware - take note of the section they have on Windows Vista if you have Windows Vista. Make sure the hold/lock switch is not engaged
Make sure the mp3 player is fully charged by plugging it into the computer and letting it charge for 3-4 hours
Disconnect the player from the computer
Then follow the quick start guide that came with the player - it will show you the location of the power button

Do You have service pack 2 for xp??

to find out right click my computer - Properties and it should say service pack then a number tou will need ervice pack 2 orvista to run this.

does you mp3 player appear in "My Computer"?

format the player once and load again ...
