Most online games have lag problems like this. Anything popular will be over-inhabited, so either wait for when the servers aren't quite so busy, or just stay back from online play altogether. Use friend connections to reduce the lag and you'll find you won't freeze so often.

The lag you're experiencing most likely isn't the result of any physical abnormality, but rather you're network. How many people in your household share the same network? The more people on a network, the slower it will run. (I've actually experience this first hand) You might have too much people sharing your network for your game to run smoothly. Try to go on hours that everyone is not on. As for the repeated starts and stops, during game play, don't stress that. Its normal.
