Single valve bath faucet control seems to be stripped. the setting for h warm to hot water has moved fromm a :30 position to about :40. Worse...it's not consistant.

That is a type where the water is mixed inside the valve and the valve has gotten worn or loose inside. Replace it or take it apart to see what isn't working properly.
its called ur anti-scold system its installed in all single shower units to adjust remove the handle and will see usually a blue and red adjustment clips move the red so more hot water can be mixed in try the water adjust until comfort level is achieved

There is a restriction in the faucet or the piping to the faucet on the hot wtaer side...this will be very hard to find and fix... The shower uses less water so it will get hot.... the tub spout allows more water flow so you cannot get the water more then warm...
Take the faucet apart and blow out all the passage ways with air... also run some water from the piping while the guts are out of the faucet, to flush the piping...
Hopefully this will fix you up...
Try draining the system and apply air pressure (min 30psi) to each faucet. Open other hot water faucets to allow pressure to vent. Next try draining and cleaning the hot water tank.
I've never heard of this before. Nornmaly its shower or bath that is controlled by diverter on spout. All I can say is mabe try installing a new cartidge and see.
You will find a quicker answer and free parts for your bath room faucet at link above . I am sure it is the mixer valve assembly. If you are not a plumber I suggest a pro be called.
My best guess is the supply valve for the hot side isn't open all the way. This valve is right on the valve and is accessed by taking off the front cover plate. This would still allow the pressure balancing valve to let water through but then you would have a small flow on the hot side.
If you put on the cold and Nothing at all comes out, check the water supply valve to the tub. If it comes out alittle ...the washer probiblly came off and is stuck you will have to remove the valve ,but 1st check that the handle is not stripped ,and that is actually moving the valve to the open position Turn the handle and see if the handle backs out ,like its trying to open.
