Question about GE 30 in. JGP337 Gas Cooktop
As your first check revealed that the right ignitor had failed and the wiring was OK because the problem went with the ignitor, I suggest that you do not need to look any further than the replacement ingnitor.
(You initial tests proved everything was working except the ignitor) . As unlikely as it sounds, check out the new ignitor. Is it the correct one? (you mentioned differences in wiring).
It is dead?
Trust in yourself! your initial diagnosis was correct.
