There is a little hole under the tray towards the right hand side. Straighten out a paper clip and push it carefully into that hole and the tray should unclip and pop out a short way.
You can't. The locks are designed for use when the range is NOT in operation. Teach your child to stay away from the range. Even the new GE ranges with the swing latch, if you use them while the oven is in use, the oven locks until it cools down. Sorry to be blunt, a safety gate to keep baby out of the kitchen will be a good fix.

A similar think happened to my wall oven and after many frustrating attempts, I just unplugged the oven for about an hour and when Plugged back in it had reset itself.
