The problem is your internet is not good enough to host or join their game. There is probably some type of connection problem or their game is full. Hope this helps.
the only thing i can think of is that the parental controlls for the ps3 are on or when you made your psn account the age you put in wasnt old enough to be playing rated M games it did this to me when i created an account with my real age so make a new account with your age at 30 or something also about the saving problem check your HD drive to see the save options. hope this helps dude
if you are using a wireless connection the signal may be to weak. if not you can try deleting your game and save data. you will lose any single player saves you will also have to re download any map packs you purchased. the game should also do an update when you load again after deleting the game and save.
under "Routers", find your router type. Then find both "Call of Duty 4" and "Xbox Live 360". Follow those steps. Hopefully that should help; if not, make sure your router has the latest firmware updates downloaded.
