Power LED blinks red

When switched on, Power LED blinks green a few times, then I hear a click from the back, and then Power LED starts blinking red 4 times then brief pause then 3 times. The 4+3 red LED blinking pattern continues. If I press Power again, the whole pattern repeats from the very begining.

I do not hear fan turning on while the Power LED is blinking green. Just as the projection lamp gets lit, there's a click and the lamp switches off and Power LED starts blinking red as mentioned above.

Could it be the fan? Sony manual says that Power LED blinks 4 times if fan is not working. However, in my TV, the LED blinks 4 times and then 3 times after a short pause.

I have had the TV for little over a year, and the lamp has about 1000 hrs on it.

It is a bad fan. it also could be a power supply. Quite often the real problem is dirt clogging up the fan(s) to the point that they need to be replaced. Operation of the set in a dirty environment is not a good idea

Philips 37PF9431D/37 No Picture

While I can't tell you what this particular code means I know from experience that power boards fail frequently commonly on those TVs. Do you hear a clicking of the power supply first on and then off after a few seconds?

There's a guy or a company on eBay that offers trade-in for faulty power supplys, you should check them out:
http://stores.shop.ebay.com/TechFetch

Search for 37'' Philips in the title or contact them to ask about it. Used to be $99 flat including return shipping.
