That is the most likely cause.
Also under the cartridges, there are some ports and pads that may have dried out. In that case unplug the machine, and remove the cartridges, trickle some alcohol slowly to dissolve the sticky ink in that area. Place some paper towels under the print head area as you trickle in the alcoholl and allow it to drip into those towels. Then allow some time to dry.
The cartridges and those port areas can dry out or become very tacky.

you are right the ink of your printer is dryed , you can do one thing , just plug out the ink cartridege from the printer and shake well then install again . i hope this will work .
Because some times if printer is not in use for a longtime then the HEAD of cartridege comes dry if you try it again then it will work.
