The windshield wiper on the driver's side of my 2007 VW jetta is not swiping. It comes up about half way and then the passenger slide blade gets caught in the driver's side blade.

Adjusting for more or less travel isn't possible , but you can remove the arm off the stem and reposition it slightly to improve windshield coverage... Remember you only need to move it a little bit.
go online and buy new front wiper arms, you get them fairly cheep 15$ for one. your old original arm may have had a defect or had just been bent a little some howk, this could be whats causing the streaks.
Sounds like you need two new wiper motors. I beliveve the gearing inside the motors are worn out and now theres alot of play in them. Try wiggling the wipers with you hands and see if you can feel any up or down / side to side movement.
