I am assuming that everything was fine and then all of the sudden available hot water usage time dropped.

On a dual heating element hot water heater it can be

1. Internal tank loaded with sediment (drain and purge from lower garden hose fitting)

2. Thermostat or element problem with ONE of the 2 heaters. (Trouble shoot element thermostat)

3. Check Circuit breaker for partial trip of the breaker.

I realize this is a NEW water heater. That is why I mentioned checking the Circuit Breaker. A partially tripped CB can cause the symptom you speak of. i.e running on 115V power vs 230V power so the recovery time will be longer and it will be slow to keep up with demand.

In all honesty if you really think that there is a problem with the operation of the NEW hot water heater I would make the warranty call to Rheem.

I have a Rheem 40 gal. tank that is leaking water front the top where the vent stack is. It is pouring out. Can it be repaired?

A leaking water heater cannot be repaired, assuming it's the tank leaking and not nearby water pipe.
http://waterheatertimer.org/Water-heater-leaking.html

First thing is to protect your property from catastrophic tank failure where tank ruptures and water runs until it is shut off:
Tanks are under pressure when they are hot.
Close cold water shut-off located above tank.
Turn control knob to 'pilot' so pilot is lit but burner will not turn on.
Open hot side on tub for few moments to relieve tank pressure.

Now your property is safe.
You need a new water heater.
In mean time, gas water heater makes 41 gallons hot water per hour.
Shower used 5-9 gallons hot water.
Bath uses 10-15 gallons hot water.
You can turn on water heater for short stretches and limp by until you get a new heater.

Water too hot and goes cold within minutes (electric)

The heating element must be shot. There is an adj there, but it is a tiny dial, and I'm not sure about the 30 gal, but most heaters have 2 elements. If yours starts out too hot then runs out, Blame the element, or check the breaker with a meter to make sure you have voltage to both legs of the 220 volt line. Sometimes one will quit there, and leave you half power. Check it out.

No hot water

I am afraid that you have burned the heating element out or an inline fuse is burned out

Sounds like a squirrel inside water heater

Check your thremostat setting if it is set to highest position it may be causing some of the noise over heating the water and making the noise. And you can put an insulated jacket on it to maybe help with sound.

No hot water

Take these steps, ensure you are recieving correct voltage to the heater. If this has been confirmed, then using an ohmmeter, with the power turned off, check the resistance through you heaters. You should read a resistance through the heater(s). If you read OL, it means the heater is broken, and if you read 0 the heater is shorted. Hope this helps

My rheem water heater doesn't seem to be heating the water. I have a Rheem model 81SV40D and the water is not hot and doesn't seem to get hot. I have checked the dials on the water heater and they are set...

try setting the bottom 10 degrees hoter than the top could be in short cycle (thatis the bottom calls for heat on the bottom element and set too close so goes back to top and cycles off

Low amount of hot water

You say a very new water heater. You won't get 40 gallons of hot water from a 40 gallon water heater because the continuing influx of cold water will cool your hot water down. However, it appears that your bottom water heater element needs replacing. If the top element is bad, you'll get no hot water. If your bottom element is bad, you'll get "some" hot water. Try replacing the bottom element. DON'T FORGET to turn off the electricity AND water first (closeby towels are also handy)!
