Is your Cpu so slow or computer? Is there a process that is slow or it is the sound which annoys you. Try to use a compressed air cleaning the dust?

Why will my fan not run during use but i hear it when the computer powers up?

Fans, mainly the CPU fan, have a speed control which slows the fan down. This is usually controlled by the BIOS. The speed is based on temperature of the CPU. If it's cool with little load the CPU fan will run very slowly and you won't be able to hear it. On startup all fans ramp up to 100% until the BIOS takes over and slows the fan down.

Fan slow down and them high speed

change the fan ASAP, since the zooming noise and the slow performance will affect even the processor and you might end up replacing the processor as well if it persists. So get the fan ASAP and problem will be solved.

What makes 511-cpu fan not detected and 512-chassis not detected

Are you seeing this error on a system you built or a pre-built system? If it is a pre-built system, check that the fans are running. Next check where the fans are plugged in, the CPU fan must be connected to the CPU fan connector on your motherboard. The chassis (rear case fan) only needs to be connected to the motherboard if you want the monitoring/PWM (modulated fan speed) option. If your CPU fan is powered directly from the power supply, change this.

If this is a system you built or recently updated the case, check your fan power connections, as above. Next check the fan speed. My ASUS board will give the "CPU fan not detected" error if the CPU fan speed is too slow. A different CPU fan will solve the problem. (I got my fan with the CPU; it works fine.)

I hope this helps. Please add a comment with more information about your system for more assistance.

PC boots up very slowly and fan is very loud. Once up, it powers off after about 15 mins or so of use. Replaced power supplt last year.

If this is a name brand system like DELL it probably needs to have the CPU heatsink cleaned, and put new thermal grease between the heatsink and CPU.
It's slow because it's speed stepping the CPU to a lower speed because of overheating.
The heatsink grease is almost always the issue here.

Compaq Presario 3000 incredibly slow firing up, opening up anything. Loud fan all the time too

This advice relates to the Compaq Presario 3000 Notebook series but may also apply to other notebook computers as well.

The heat sink and fan assembly is probably clogged with dust and airborne particles. The clogged cooling parts can lead to heat problems with the CPU. When the system (CPU) gets to hot, the fan has to kick into high gear to try to cool things down. Once you remove dust and debre from the heat sink fins and fan, you will immediately experience better cooling and less fan usage. Your system may also be set for dynamic switching of CPU speed. If you CPU gets too hot, the system will reduce clock speed and ramp up fan and everything will slow way down. Use a good system monitoring software such as Notebook Hardware Control to monitor your CPU temperature, HDD temp and so forth. When the system starts getting too hot, first look at clogged heat sink fins as possible culprit. If you're good at electronics you may be able to service the unit yourself. Get a copy of the system's Maintenance and Service Manual or have a professional do the job for you as you will have to partially disassemble the computer to clean out the heat sink. Depending on the system, the job can take as little as 15-20 minutes once you become proficient at it.
