Question about Philips 20PF5121 20 in. EDTV-Ready LCD Television
This is most certainly a capacitor in the power supply that has gone low in value, hence a low startup supply rail voltage. I would be looking in this area. Tell tail signs of faulty capacitors are from their tops bulging up with possible brown liquid discharge, or if their plastic base inserts give first with the pressure, these pop out from the can.
