If your anti-virus program cannot remove the infected file and you can identify the file name and the location of the file, then boot up in DOS mode and use the DOS delete command to delete this file - del c:\?????
where ???? is the file location/directory\"filename and extension"
eg. del c:\windows\system32\recycler.dll
If the infected file is a system file and once deleted, it may stop Windows working properly and in this case a system repair may fix Windows, if not then you need to format the hard drive and install Windows again together with the computer's device drivers and your programs.
If you need to backup your data, you maybe able to boot up in Safe Mode to backup your data before you format the hard drive.
If Safe mode does not work then remove the hard drive and connect it to an USB hard drive adapter and connect it to a working computer's USB port. This computer will see it as an external hard drive, then backup your data and install the hard drive back into your computer to format and install Windows.
