Make sure the center loading is not obstructing the water jet to the top shelf. Top shelf is only for glasses and saucers , use Jet-Dry .Pre rinse and clean bottom pan strainer from dirtdebris.
I'd look at the "spray holes" on the sprayer to ensure no clogs.
Next, ensure tube at the back (if I'm thinking of the correct model) of the top shelf meets with the spout sticking out of the baqck wall of the washer.
the sprayer is clogged with ****. I had the exact same problem. my mother-in-law gave me of some 80 year old man that has fixed appliances all his life. Ten minuets after he got to the house it was fixed. cost $70.00. He just took a couple things apart dumped out the **** inside the parts and put it back together.

if it is just affecting the upper rack i doubt it is just a plugged spray arm (though i could be wrong). more likely than not you have a blockage on the intake of your spray pump motor. a series of bones, toothpicks, foreign material, etc could be blocking the entrance of the pump causing it to starve for water so to speak. you will more than likely need to remove the lower rack and spray arm to be able to disassemble the strainer and gain access to the sump. a complete model number would help bunches to.. alas
Clean the jets on the unit. Jets are the small openings the water comes out of. Contact Whirlpool, follow their recomondations, or add some CLR or Lime Away to the washer without a load of dishes. Both products remove Calcium Lime and Rust deposits which impede the flow of water, causing your dishes to come out dirty
