What you are looking for is called a driver.

The camera's battery is charging while the light blinks. When the battery gets fully charged, the led will stay on, indicating that the battery is charged. The manual should explain this, in case you still have it. Good luck, and hope this helps.

The driver for your camera should be built into XP but you will need some capture software to get it to work.
