My HP 1022 printer when trying to print a page it indicates that the local printer is not running. I have tried deleting temp files. I restarted the spooler system. I need some help fixing this issue.

click on start go to control panel go to pritners adn faxes or pritners in vista or win 7. then click on add a pritner. add a local pritner then hit next. choose existing port usb vertual pritner port. then hit next. under manufacturer select hp and under prtiners select deskjet 990c. hit next. do not share this pritner. finish add printer wizard. try pritning

on printer properties try to set on sharing tab check marks on : share this printer- render print jobs on client computers- list in the directory ..( all of this must be chacked).. on port tab see on what port is printer ..(tcp/ip - or virtual), on advance tab.. check alway available, spool print documents first., under security see if you have set group permission.. if you did not ,, add the computers to use this printer ( in most cases this is the problem).... if all of the above s set , and you can still not able to print .. enter in run...services.msc... find print spooler and restart it .. then try to print.
you can try with installing the windows installer 4.5 and then try.. otherwise reinstalling windows might work because the error you are getting is related to installer.. and its a service of windows itself which is responsible for all the software installation..
CAUSE:
Certain HP services (and associated DLL files) were somehow partially/improperly installed. (Possibly, from a previous failed install?)
The Windows services (files) were:
Pml Driver HPZ12 (C:\Windows\System32\HPZipm12.dll) Net Driver HPZ12 (C:\Windows\System32\HPZinw12.dll)
The existence of these 2 files in the System32 directory was causing this error in my situation. Somehow, the installation script was not identifying that these files were already installed (or improperly installed) and failing to properly set them to be installed again.
SOLUTION:
Steps:
1) Check to make sure that the 2 Windows services above are not running (or not installed). 2) Rename/delete the 2 associated service DLL files (this will only be possible once the services are stopped) 3) Run the installation again.
complete uninstall printer software from computer. run uninstall L1 L2 L3 L4(if not an hp computer). run same uninstall l1l2l3l4 from 7z..folder or hp folder from temp if availalbe. then clean from add remove programs/program and features. then clean from cleanup utility all hp pritner related entries. then clean temp folder. clean recycle bin. delete c:\program files\hp and hewlett packard folders (if not an hp computer). on hp computer delete digital imaging bin folders. delete following folders from following locations-
C:\windows\System32\Spool\Printers and deleted entries inside it C:\windows\System32\Spool\drivers\w32x86\*.* deleted entries inside it C:\windows\twain_32.
cleanup from regsitry-- plz make back up for registry first.

then go to msconfig make it selective startup disable all microsoft services except hp services. hide all microsoft services. disable all startup tab apply restart.
after restart install cue version 12 officejet pro 8500 or 6500. then run msiexec.exe /unregister then msiexec.exe /regserver cmd commands.
then install software from downloaded version of original pritner install only basic drivers first and imaging devices only and use solution center 12. cue 12.
issue resolved.
It sounds like a computer software issue. However to overcome the problem through the printer you can try this.
When the screen pop up comes up for printer selection, highlight the printer you will be using, then goto "Preferences". At the top tab click on "Advanced". Go to the bottom of the menu for "Layout Options" and change "Page Order". This should solve your problem, though you may have to change it back to print regularly printed materials.
Just go to your Server or Desktop PC and enable the RPC service (Remote Procedure Call)
Right click in "My computer" icon, from the manu select "Manage" then go to "Services and Applications" and expand that, after that select "Services" you will find that services in the right pane, just click in "Start"
I think its a virus infected....... run scanning software.. to detect virus... second you need to do is log in as a administrator then go to the printer property and delete pending print jobs...then restart your unit..
I would like to provide you few workaround steps, you may try to improve the printing speed on the computer.
Delete all the Temporary files:
For Windows XP:
(1) Click Start >> In the Run window, type "%temp%" which opens temporary files folder.
(2) Delete all the files that are listed over there.
If Windows Vista:
(1) Click Start >> Programs >> Accessories >> In the Run window, type "%temp%" and press enter.
(2) Delete all the files listed under temporary files folder.
Another Workaround:
(1) Click Start >> Printer and Faxes.
(2) Right click on the Printer icon which is set as default and select properties.
(3) Click on Advance Tab.
(4) put a check mark on "Print Directly to printer" option.
(5) Click Apply and Ok.
