SOURCE: Linksys SPA2102 conflicts with my Router
I have the same problem and I configure my router in PPPoe with my username and password provided by my ISP and now my router is working...
SOURCE: SPA2102, dial-tone time too short.
The off hook timer is part of the dial plan, for instance, prepend "P10 | " to your dial plan to get a 10 sec delay. (pg 67 in the Cisco admin manual - section titled Dial Plan Timer (Off-Hook Timer)
If you don't have an admin guide, google for ATA_AG_V3_200809_AdminGuide.pdf. Very useful if you need to sort something like this out.
