You need to replace the rechargable button cell on the control panel.
See here: http://www.aliexpress.com/item/4-pcs-lot-1-2v-80mAh-NI-MH-rechargeable-battery-button-cell-coin-cell-battery-pack/32457786723.html?spm=2114.01010208.3.2.tvbl1j&ws_ab_test=searchweb201556_0,searchweb201602_1_10057_10056_10055_10049_10059_10058_10017_405_404_106_10040_105_104_10060_103_102,searchweb201603_2&btsid=74024965-1383-42be-86c9-970f2179d8ec

Heater turned on. Why is there no heat?

Check the heater tap turns on and there is good water flow through the hoses and heater core ,check that the water temp is at least 85 deg.cel.. could also be the baffle in the heater core broken off.

I have some nobo e4eu electric panel heaters with 7 day programmable timers, does anyone know where i can get instructions on how to replace and swap over for a new one?

There are not even photographs of the product online...
That tells me that nobo might be using generic timers made by various manufacturers.
And they might not use the same timer one year to the next... preferring to sell whatever they can buy with lowest price.

A lot of companies re-brand generic products and sell them under their brand name, and folks assume the company made the product.. and the company has manuals... but they don't manufacture anything... they just sell stuff.
First Alert, Timex, Kingshield, Stanley, ... are examples... I suggest not buying products from companies that do not post manuals

maybe you can find a manual by doing a google image search for timers, heater timers, or Nobo ... and seeing if you can find similar timer.

Nobo timer manual below is also sold under Sunlight and Timex brands.

Nobo Heater - Power not constant

You do know that these kinds of heaters "cycle".?? They turn on and off, as a control regulator (thermostat) tells them to. You should have an adjustment that will control how frequently it cycles on and off... You should also have some kind of switch that shuts the heater down if it gets tipped over. However, I tend to assume you know most of this.. If it was simply "cycling", though, I'd think that there would still be some light on full-time to show it really was plugged in and working... So, if I had to bet my money, I'd bet that there's some built in safety switch inside that heats up and kicks the whole thing off quite soon after you start it going. I'd guess that by unplugging it, it eventually resets itself so that you can try it all over again. It could be one of those cases where it might be easier and cheaper to junk it and buy a new one.

I have a Sharp AL 1631 it won't print. It shows an H-4 in the menu screen

Press "Clear" then "Exposure Mode" then "Clear" then "Exposure Mode" quickly like within 4 seconds. The exposure mode key is the far left key.
If you do this correctly the display will go blank.
Key in 14 as if making 14 copies
Press the print button.
Short version: C, far left, C, far left, 14, print
The machine should reset and run fine. This is a common "false" code on these machines.
If it comes back after a couple of tries the you have a thermal fuse or heater lamp failure.

Error 7 , the copier seems to be stuck

Give this a try, Just 7 is not normal. Is there a letter appearing first?
But try this procedure.

Performing a Fault Reset 14 will reset your WorkCentre and will help to clear error codes.
  1. Find the pink Clear button on the Control Panel of the WorkCentre.
  2. Find the button below the word Auto.
  3. Press these buttons in the following sequence: [Clear], [Auto], [Clear], [Auto] NOTE: All of the lights on the Control Panel should go out and the LED Display should go blank. If the lights do not go out, then repeat step 3 until they do. It may be necessary to increase or decrease the pace of the [Clear], [Auto], [Clear], [Auto] sequence.
  4. Press the [10's] key one time and the [1's] key four times to enter '14' in the LED Display, as if you were to make 14 copies.
  5. Press the green [Start] button.
  6. Press the pink [Clear] button two times.
  7. The WorkCentre should now warm up and come to ready.
  8. If the above steps do not clear the error code, repeat steps 3 to 6 a second time
