Running a Pavilion dv9700. Upon boot, the display

Running a Pavilion dv9700. Upon boot, the display will turn on, but nothing is shown... just ''white black''.... except that a row of pixels will glow red, slowing increasing in intensity from top to bottom. Really strange. Bios doesn't post, but if I remove all the ram, it will post me four beeps to indicate the ram problem. I don't think the computer is booting, but if I put a Windows CD in the drive, it will spin it with HDD activity, but I can't tell if it's actually doing anything.
I'm guessing the video card is shot... any ideas?

My dv9700 came up with startup system error in windows 7..error wont allow this to boot and telling me to replace hdd..can i repair this instead

Chances are you need a new (bigger) Power supply in it and a new hard drive. The power supply did not provide enough power to the hard drive at some time recently and the files written to it by windows have been corrupted.

Try to boot the computer with your windows installation disc. If it will boot off the disc, try to perform a start up repair. When you write back, give as much information as you can about the computer
