If there is no jam it is generally a mechanical issue such as...

1. The planetary arm assembly not engaged correctly
2. Ink cartridge/purge switch harness not connected correctly
3. Purge cam switch broken
4. Gear(s) on maintenance unit broken
5. Paper feed motor broken
6. Main PCB defective

I find that if there was a paper jam, and the user pulled the paper out, option 4 is most likely. It is the smallest of cracks but ruins everything!

Printer unable to clean

Your "excess toner cartridge/pad" is probably full. The reason it didn't clear when you turned it off is because your printer has a "counter" that didn't get reset during the power cycle. You can manually reset this "counter", which will clear the error and allow you to print. You have to bring the printer into Service Mode and find a counter and reset it, when you reset the correct one, it will clear the error.(sorry I cannot give you definitive instructions on how to do this)

But eventually your "excess toner cartridge/pad" will NEED replacing becasue toner will spill out of it and into the printer. Pretty simple, it's like a big sponge.

Reset the counter and you will print. But replace the excess toner pad soon.
