I have a Maytag MER5770AAW replacin element

Do you have children or a husband that leaves things in pockets? Something may be between the inner and outer drum. If you get a flashlight and put it on the holes in the inner drum, it will illuminate between the two. You can also try spinning the drum by hand, listen and feel.

Could be either, but test the continuity of the heating elements with a multimeter first.

The first step to fixing the inner element of a Maytag Precision Touch Control 800 Electric Slide-In Smoothtop is to check the power supply for the range. Make sure all connections are secure and that the outlet is working properly. If the power supply is fine, then you may need to replace the inner element on your range. remove inner cv boot, just on inside edge is circlip which holds inner bearing joint into outer housing remove circlip and separate joint outer housing does not come out of front diff unless you drop or remove whole front diff assembly
will have to remove whole stub axle hub assembly to remove drive shaft from outer wheel stub axle (hub) assembly

this is more than likely your heating element
you are getting the voltage but no action

The elements DO BURN OUT. Replace it.

Often you can see evidence of a hot spot on the element where the final failure occured, but not always.

you need to replace the inner connetor to make it work.

You may want to re-seat the right two cooking elements, in case there is poor electrical contact. When you have them removed, clean the contacts with denatured 91% alcohol and a Q-tip. The removal procedure follows.
First, unplug the range.
LIFT–UP PORCELAIN COOKTOP 
To lift:  When cool, grasp the cooktop front 
edge.  Gently lift up until the two support rods 
snap into place. 
To lower:  Hold the cooktop front edge and 
carefully push back on each support rod to 
release.  Then lower the top into place. 
COIL ELEMENTS 
➢When an element is on, it will cycle on 
and off to maintain the heat setting. 
➢Coil elements are self-cleaning. Do not 
immerse in water. 
To remove:  When cool, raise element.  Carefully pull out and away from receptacle. 
Check them for damage. They do wear out.
To replace:  Insert element terminals into receptacle.  Guide the element into place. Press down on the outer edge of element until it sits level on drip bowl. 
COIL ELEMENT SURFACE 
➢ On Canadian models, the two front elements will not operate during self-clean.To prevent the risk of electric shock or fire, never line drip bowls with aluminum foil.
