Flame is low ... no pressure

It probably is not the grill. The problem on the low pressure is the new tanks have a touchy safety feature which stops the flow of gas from the tank if the valves are opened too fast. Try this:
Remove the tank from the grill and open all the valves. Close all the valves and re install the tank. The SLOWLY open the tank just a quarter turn and retry it. MORE HERE

The flame no longer responds

Not sure what you mean here. What model grill do you have? Have you checked the gas bottle...if the gas bottle is almost empty you will have this issue.

Black smoke

Your gas pressure to the grill may be too low. This can be caused bu low supply pressure from the source. Or it could be the cause of a faulty pressure regulator which is attached to the supply line. This is the circular grey coloured metal thing on the supply hose. This can not be repaired, only replaced. Home Depot carries a generic replacement part if you cannot find a supplier locally.
