I have the same problem with the canon S1 IS. I cannot take photos properly, horizontal white lines show up in all images. Changed the batteries, changed the memory card and still not better. It works somewhat in video mode, but the picture is darker than usual.
This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free (for the S1 IS), including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

Check its solder terminal at the CRT board [Filament voltage]. It sounds like the filament do not glow after some time due to a loose contact at the CRT base connector sockets. Check it. http://electronicshelponline.blogspot.com/ If this does not help, check the ABL circuit for any open resistor.
Kris it sounds like your T-con board could be failing
the t-con board is located in the top middle of the unit
try reseating the cable going to the board if you feel comfortable if not have it done by a tech
Try to reset the camera - take out the battery then push the reset button with a straightened end of a paper clip. Hold the reset switch depressed for about 3 seconds. Reinsert the battery.

Sounds like your Horizontal Output Circuit is leaking current causing diagonal lines across the screen. I hope this will help and thank you for using FixYa!
Take a flashlight and shine it on the screen when you have sound, look very close, can you see a video image?
If so the inverter is probably bad.

Many compact digitals (of all brands) use a Sony sensor and Sony had a bad batch go through and the sensor's contacts are failing. If you are getting images corrupted with lines, bad/weird colour or severe noisy hash, you may well have a dud sensor. Check the canon web site for a list of effected cameras and/or contact Canon service.
Canon is replacing effected sensors free of charge regardless of warranty status.
