Lights keep flashing

I would check the water pump for a blockage, there could be something in the pump preventing it from doing its job as the machine cant go to the next cycle until the water has been expelled before the machine can continue eric

Will not rinse or spin

I have had similar situation with my top load washer over the years. It has been the timer 3 times and the water pump 1 time.
How I came up with it being the timer. The knob which you set it on the type wash you want. Put it on a different cycle and see if it completes the wash cycle. example if my washer is not working when I put it on heavy wash cycle I might put it on the casual wash cycle. If you change the wash cycle and it goes through the complete cycle it is probably the timer which is part of the knob you change for different wash cycles with.
If it stops when it is time to empty the tub on all cycles it may be the water pump which empties the tub. The one time I had a problem with the water pump it was a small piece of coal had the pump locked up. I never figured how it got out of the tub and to the pump but I put it back together and it worked fine.
It should not go into the spin cycle if the tub is full of water.
Two of the timers I bought cost 40 - 60 dollars. One was 140 dollars I bought a new washer that time because the washer only cost 220 dollars.

When it gets to Spin cycle, stops and does not pump out water

This switch is a safety switch and needs to be working properly.

The condition that you describe sounds like the switch is not indicating the lid is closed...so no spin.

Also, check that both hot and cold fill hoses are on, <<Be sure.

Machine stops and will not move to next cycle--spin

Sounds like it it not recognizing that the lid is closed, could be a bad lid switch.

Neptune washer will not go past the first wash cycle

All functions operate normally except the machine will not agitate.

The agitator is driven by a couple of different methods. The first is the agitator is splined and slips onto the matching splines of the agitator shaft from the transmission. The second is the use of a bell coupling which is splined to the agitator shaft as well and the agitator snaps onto the coupling. If the agitator does not agitate, first remove the agitator and watch the agitator shaft to see if it is working properly. This will require a small load setting of water and the machine set to run. If the agitator shaft is working properly, it is either the splines on the agitator or the bell coupling that is defective. If the agitator shaft does not work properly, the problem is in the transmission.

1 beep per second and odd light sequence

there some simple solutions but may not always work but everyone should try. underneath when the water pump engage with the tub. there;s a white plastic clip press it out and turn the water pump. it will come off the tub. before doing this you should have the washer disconnected. have someone or put something under so the washer won;t fell on you while reaching down. sometimes debris gets stucks on the way from the tub to the pump. it insert your fingers inside once the pump is taken out and if you find debris take it out. put back the pump and connect the washer again. this can be a very simple solution it won;t work all the times. but what if it does. :)
