Well, if the electronic circuit on the cartridge has blown, you have no other alternative then to buy a new cartridge. You can remove the cartridge and gently wipe the cartridge contacts. Turn off your printer, wait for a few min, then turn it back on. Put the cartridge back.
If that doesn't work,
There is a cmos battery in the printer, and, yes, when you remove it, the printer forgets everything (serial number, number of copies, etc). I have found a clip, but it says it only works for some HP printers. You can try that, but I am not sure that will help solve your problem.

To add fuel to the fire, hp put security screws deep into the body such that a special screw driver is needed to open the body. I bet the tool can only purchased through hp for a large fortune.
Saw message from self proclaimed hp expert here (Indian - country name;) all 'expert,' would do is http hp address. Not much of an 'expert' to me. His use of English language poor.
Self proclaimed Wiz hp Expert wrote the following reply to someone elsie question which is similar:
I have to ask this question of you, just to make sure this is not
an issue. Are you using a factory new ink cartridge?
Please consider the following:
If you are using a refilled or third party cartridge that may well
be your problem. Most manufacturers build logic into
their products to prevent the use of “Other Equipment Manufactured” cartridges as well
as re-filled cartridges.
They do this to prevent problems from contaminated inks causing
problems with print quality or damaging the physical printhead.
If you are using factory new cartridges, then please call the
manufacturers Technical Support
for assistance with the warranty on the cartridges

Question was as follows:
hp psc
1210xi all in one printer says refilled cartridge is defective. HP
says printer remembers cartridge serial number, counts number of prints
executed & after certain number of prints, won't allow cartridge to
be used (Another reason I won't recommend hp; they're incompetent CALPOLY ****! Presently running tests to clear memory externally
(ctrl+alt+del like combo,) or will open unit, see if there's a watch
battery that can be disconnected, eprom etc. Does anyone know of an
over ride?
Print quality isn't the reason hp does what they do; GREED, is what drives hp. HP nickle and dimes the customer from the minute they power up and connect their hp printer. The mandatory test print wastes resources of paper, ink, and printer wear and tear. Shut the printer down to save electricity and the test print is performed again. Preventing reuse of printer cartridges, by whatever means again wastes the same resources, and makes hp rich, or so they , think. Such practices are unethical. As a Licensed, Independent PE (Professional Engineer, Mechanical / Manufacturing, CA,) I will make it my goal to find a solution to this dilemma, to over ride the hp get rich quick scheme / screw the customer, ie YOU.
